This booklet was issued by His Majesty’s Stationery Office in Spring, 1939, when Neville Chamberlain’s government were preparing for the possibility of a war against Nazi Germany.
The international situation was already deteriorating, but the foreword of the booklet, by Sir John Anderson, M.P., emphasises Britain’s peaceful intentions:
The call is to peace and not to war. We have no thought of aggression; our one wish is to live in peace with all peoples. But if this wish is to be fulfilled we must be up and doing.
The booklet lists the civilian and armed services, describes their work and covers age limits, qualifications required, conditions of service and how to join, so that people will be trained and prepared, “for new duties if an emergency comes.” The type of ’emergency’ expected is obvious from the services listed – Air Raid Wardens, Rescue and Demolition Parties, Decontamination Squads, Nurses, not to mention the Armed Forces.
